Ferries to Holland: all drivers/riders breathalysed

As subject after disembarking from an overnight ferry from Hull[1]

Heard on the news over here:

In one of the southern Swedish ports where ferries from
Poland and Germany dock, they will install breathalyser
gates. Someone (hopefully the driver) has to test OK or
the vehicle can't leave the dock area.

The impression I've got of what goes on on the roads
from the ferry ports seems to indicate that the idea is
a good one.

Those over the limit were fined £150-650 and detained until sober.
Is that all? No court appearances?

(reported a few times on UKGSer in the last week or so).

[1] yes, I know it's only likely to be northerners and porridge wogs
affected but some cli^^^civilised people might travel to Holland via
Harwich
