Stuck fuel cap



On my mates Kwak Z750. Key goes in ok, but won't turn, exactly like its
the wrong key, but it isn't. Been soaked in penetrating oil, but not
looking good. Normally a bit of blowtorching might be in order, but not
in this case :(

Anyone any ideas?
Undo the bolts holding the filler cap assembly to the tank so you can work
on it?
It doesn't help. The bingly bits actually lock into the tank, not the
flashy surround. What *is* that surround for?
Is it possible to poke a paper clip in and jiggle each tumbler to make
sure that all of them are moving?
This while sloshing with WD40 or anti-seize stuff, to wash away the
filthy deposits that will have accumulated.
Could be just the one that is stuck.
That's what I thought, but putting the key in would move each pin fully
across. Ahhhh...It's the return spring on one of the pins isn't it. It
gets pushed across, but never returns.
Has he tried REALLY pushing down on the flap while he attempts to turn the
key?

Yep, the bingly bits definitly come clear of the surround.
