FOAK: Dodgy white vans parked on an M1 bridge this morning.

This morning, on the Northbound M1 somewhere between J21 and J23a there
were two long white vans parked on one of the overhead bridges. On the
side once you'd driven under the bridge one of them had side-ways slide
door open but I couldn't really see inside. One police bike sat maybe
200 yds further down the road.

My initial guess was ANPR looking for (hopefully) the uninsured drivers
and stolen cars. Anyone know whether this is the case, and whether they
were likely to be doing speed monitoring at the same time ?

Also, bonus point for anyone who has a clue why you'd need two of these
vans, especially if only one of them appears to be working (door open) ?
"doughnuts" please.
Was the second pointing in the other direction and covering the other side
of the motorway? Or was it covering the same side to catch bikes?
They were both on the same side of the bridge, both covering the same
direction. The open one was already facing rear plates and so would
have been able to get bikes too.
