Set 'em up on me

Looking for help,stumped!
'95 flhtcu - Thinderheader, ss carb, EV27, Dyna2000i ign. Put on dyno and
best he can get is 64 HP and 66 Torque. Jetting good, timing right on. Said
the only thing he can think of is the cam out of spec's.
There was little change from stock to EV27. Did the factory rebuild 55k ago.
had ev27 and thinderheader and carb before but just put the cam back in and
did ignition.
anyoneone have an issue like this? Ever heard of an Andrews cam out of
specs? thanks and have another.jim
