Idling too fast

I'm sure I've heard of this problem before, but I can't remember what
the cause or solution is...
I've started balancing the carbs on the GSX600F. According to the HBoL,
I set the idle speed to ~1750rpm, and start by balancing 3+4, then 1+2,
then (1+2)+(3+4), IYSWIM.
Easy enough, I thought, but: 3+4 were *way* out, and the nearer they are
to being balanced, the higher the idle speed; like, *really* high,

So, what's causing that then? I've got a feeling it's an inlet rubber
problem, but I'm not sure why... any suggestions?

Another idea to throw into the mix:
There's a problem with #3 or #4 cylinder, and in your attempts to make
it balance, you've wound #4 so far shut that it's acting as a throttle
stop and lifting the other three throttles slightly.
That would explain the revs and the lack of change in #4.

Ah, but there was a change on the gauge for #4: it was *way* down to
start with, (not registering at all) but came up to match #3 upon some
twiddling with the appropriate screw. Good thought, though.

Still doesn't explain the original problem, though.

Something I spotted tonight might help, but I need to wait for the
weekend so I can run the engine up again; I don't think the neighbours
would be too happy about me revving it up at this time of night.

Idle speed always increases as you balance the carbs. It doesn't matter,
as long as they're all reading the same. Get them all reading the same
on the gauges, and then turn down the idle speed.
