Less than 1k miles a year? Betcha the innards are in pretty rough shape.

Might be worth it if the internals aren't all pitted (from all the likely
"start it up now and then" treatment it's received over the years) and
all the engine rubber is in good shape.

Says it's never been dropped and is basically immaculate, besides a
few tiny dings..
He says the speedo works for the most part, but sometimes it doesn't,
usually when the weather is really hot or something, maybe steamy he
said.
Supposing all this is true, is this a good deal?
It's the one with the smallest fairing I think, just the plastic
around the headlight and the small shield...

That is exactly how the speedo behaves when it has moisture problems
until it stops all together.
I don't know US prices but that is about what they would go for in
Canada.

Does he have service records and is he agreeable
to having a shop inspect it at your expense ?
You could grab a look at kelly blue book.
Doesn't look too unreasonable.
